"KACT-TV's
responsibility during the election years is to provide its viewers with
information and forums pertaining to candidates and issues relevant to the
Aurora electorate. Because these programs may contain controversial viewpoints,
KACT-TV has developed the following Policy so that established guidelines will
exist to ensure fairness in the presentation of issues on Channel 8." City of

"KACT-TV has conducted a
viewership survey of some variety since 1985. The survey has always served four
major functions. First to discover the demographics of our viewers in terms of
age, sex, and family income. Second, to find out which programs our viewers are
most frequently watching. Third, to find out what kings of new programs or
services our viewers would like to see KACT-TV offer. Finally, the survey serves
