Each city needs to decide whether it will air programming not produced in its facility. If so, the policies must specify how outside programming will be aired.
It is not recommended that one department sponsors every outside program. Personal from the sponsoring department are required to view and approve every outside program. This may become a problem since it is difficult to find someone willing to view the programs making this type of activity low priority. This slows down the process of airing outside programs substantially.
