Eligible User Policies determine who has access to the channel. In most instances, all City departments, agencies and boards are included.
Users can be categorized into two types:
1. Those who have access to air time only.
2. Those who have access to video production facilities. For example, community organizations may have access to air time to run public service announcements, but the League of Women Voters may have access to production facilities to videotape candidate forums.
A city government can also decide whether the county, state or federal government has access to the channel. These are all established in policy.
